Layer 4 - Transport Layer
The transport layer manages the end-to-end
control and error checking between the two points. Further, it
provides recovery, flow control and creating and releasing connections
created with virtual circuits.

The transport layer makes
sure that data sent from one point to another gets there without the
bits getting scrambled. Depending on the type of transport-level conversation,
it may (or may not!) ensure that all messages sent from point A to point
B really do arrive at point B, just that any message that does arrive
at point B is the message that A intended to send.
